  1. The more intoxicated a person is, the more their reaction time is slower. On the other hand, the more a person has drunk, the less they notice the pain of a king-hit or unblocked punch to the guts winding them. Even a mild amount of alcohol affects so many areas including the nervous system and the brain, this means that a sober person is probably more likely to "knock out" a drunk. The drunk has already started the process - with alcohol to knock themselves out.

In most circumstances, I would say that a completely sober fighter is much better at being able to defend themselves at least, they can see clearly, stand and move with ease and aim straight at their target. This is why hotel security who break up bar fights constantly have to remain sober in their job. The only thing that alcohol makes anyone better at is "self confidence" or the belief they can fight better/drive better or look better.

  2. I don't know about easier or not, but I am a master of Chinese Drunken Boxing kung-fu, and after a few drinks the best fighters in the world cannot lay a finger on me.  I was the heavy favorite to win Pride kickboxing championship four years ago, but had to scratch because they considered alcohol a performance-enhancing drug and I would have been disqualified.
