If you're currently going to any college or school, I would just get a student based gas rebate credit card.  I did a quick search on google and found the website in the source.

If you're not in college, I'm not too sure what credit card would approve you since you have a limited credit history.

This site is helpful. They have student cards as well as gas rebate cards. When you log on there will be a section on the left. Just choose gas rewards and see which one has the best offer for you. Good luck!
