Why aren't the germans medal counts combined to get the the top of the overall medal table - putting them into a strong third position? Are these figures fiddled?

No, these medals weren't won by a German team, they were won by an East German team. At the time East Germany and West Germany competed as separate teams, so I guess it's fair to depict them separately.
