Pt. 1. I have no idea what you are on about here but whatever it is, surface water will only tend to find its lowest elevation, which means it will flow off the land. If, as you mention in your particular case, the continental margin is uplifted, then the water will flow inland, as happens with all the river systems of inland Australia, which end up in Lake Eyre, itself a geological feature that is physically lower than sea level.
