Have them all wear recorders that are on constantly, and have nasty punishments for being brutal.  

Another way (which some may not agree with)  is to have people be polite when they are in trouble, instead of picking fights, spitting on cops, running, shooting, etc.  Some of the criminals today may have to learn a lesson if they are brutal to someone and then get it right back.
