Easy and cheep cosplay?

i want to make or buy a gaara costume for my schools anime club. but i dont know how i would make a costume for gaara. how would i start?

lol you sound like me^^i orderd a gaara costume online but it didnt arrive in time...so i made one^^i made it when he was first aired on with his other outfit^^ i started with some black sweats,then i of course made my face kinda pale with alot of eye liner and i had my best friend make the love symbol on my forhead also for the shirt i wore my shirt that looks like a ninja's and then for shoes wear plain black sandals^^

and everyone said i looked like him^^
