is there an easy way to get the roaming legendary pokemon in pokemon fire red or leaf green

Like the legendary dogs? umm yeah if you have a masterball. well to encounter it you will need to go to a town with a grassy route right next to it. and keep crossing the boundaries till you and the pokemon are right at the same spot. then have the first pokemon be someone fast with hypnosis or someone with an arena trap ability (to prevent escaping)
