  1. That depends on what you mean by "best."

The conventional assumption would be that the great palaces of gastronomy represented by the Michelin three stars are the "best." For me, being a rather frugal person (my friends would say "cheap" my enemies even worse) eating a meal that costs 250-300 euros with another 100 or 200 for wine is more torture than pleasure unless someone else is paying for it.

So my definition of "best" has to consider price and in this regard I think Paris is a wonderful place to get value for money. (Afterall, who couldn't turn out a good meal for several hundred euros?) But in Paris you can have exqusite food for much more modest prices.

If you accept my notion of "best" then you might try one of the places that I like, all of which you can eat at for less than 30 euros)

    Le Louchebem

    31 rue Berger (1st arr.)

    Astier

    44 rue Jean-Pierre Timbaud (4th)

    Le Bistrot Marguerite

    2 quai de Gesvres (4th)

    Le Divin

41 rue Sainte Croix de la bretonnerie (4th)

    Auberge Le Pot de Terre

22 Rue du Pot de Fer (5th)

    Chantairelle

    17 rue Laplace (5th)

    La Brouette

    39-41 Rue Descartes (5th)

    Le Coupe Chou

    9 & 11 rue de Lanneau (5th)

    Le Reminet

    3 rue des Grands-Degrés (5th)

    Les Fetes Galantes

    17 rue de l'Ecole Polytechnique (5th)

Chez Papa (not to be confused with a chain of  the same name)

    3 rue St Benoit (6th)

    Fish la Boissonnerie

    69 rue de Seine (6th)

    Le Nemrod

    51 rue du Cherche-Midi (6th)

  2. Hate to say this, but you probably couldn't get into the best.  Many are booked up weeks/months ahead of time.  However, I found most venues along and/or around the Champselysee to be very good.  I don't think you will have trouble finding good food there.  Everything is fresh.  Bread is only good for a day, no preservatives.  Pastries to die for.  Though I hope you don't.  :)  Try the pizza from a street vendor.  It's nothing like you get here.  SO MUCH BETTER!!

    Try everything!!

    Viva La France!!

  3. It depends on who's paying.

there is a very good guide on the michelin web site.

I've had some really great meals (when someone else was paying). But it's really dumb to try and ask which is "the" best. There are so many and they are all different.

  4. Seriously check that one:

    Les Dom Juan

    19 rue de Picardie - Paris 3

It is in a very small and quiet street close to the Marais area.

Food is divine and they speak fluently English (use-full when they talk about the dishes)

  5. My idea of the best restaurant in Paris is totally different from someone else's idea. I love La Bonne Franquette, nestled in the hills of Montmartre. Go on a Friday night and you get free entertainment. It makes for such a fun experience. The food is divine and the wine is wonderful. It's nothing like Fouquet's or Jules Verne, but it is fun. Check out the links below.

Also, some of the best restaurants are ones you just happen to stumble upon. Hidden gems that are not featured in the guidebooks.

Luckily, all menus are posted outside the restaurants, so you can peruse before going in.
