Assuming the EB starts west of the WB then 2/3rds of the full west bound start to east bound start distance east of the wast bound start point. (1/3rd or the east to west distance west of the eastbound start point), but hopefully on different tracks. So thus at the nearest double (or more) track to that point.

I am assuming you mean eastbound and westbound trains and they are traveling TOWARDS each other and not away . . . ... .
