i recieved an email from ebay last week saying that my selling preveliges have been restricted for 14 days due to shill bidding has an one else had this experience to please answer thankyou and can you tell me how you over come this suitation???

That is a fake email.  I hope you did not click the link on the email!!!!  Just delete them.  Anytime you get an email from ebay or paypal in a different window sign in and if it is real you will have an email on your ebay page.  I would also recommened changing your password if you did click on the link and give up your information.

Probably a spam email.

There are a bunch of fake ebay emails out there.
