i dont think yuh can but they might give yuh a bad rating .... or report yuh .... it happened with my uncle he deleted his account .... it b'cuz yuh have to read everything before purchasing it .... example :: any broken parts , if its used , etc

Have you considered using a Parcel Forwarding company like Bongo International?  Bongo http://www.BongoUS.com will set you up with a US address so that you can make purchases from US based online retailers…even if they don’t ship internationally.  The biggest benefit is that you can make multiple purchases from different vendors and Bongo will consolidate them into one shipment for you. Trust me, it has saved me hundreds of dollars!  Good luck!

Why would you just not pay?? You'll ending up losing the respect of all sellers on eBay.  Be courteous and contact the Seller IMMEDIATELY and apologize for not reading all the details before bidding on the item, and that you were not aware the item didn't ship outside the US.  After apologizing, ask what next steps you need to take.

Contact the seller immediately and see if he'll release you from your bid, he may want his fees reimbursed, if you don't pay at all, he can report you and this may inhibit the way, you buy on ebay, please read the whole description next time to avoid this headache again..
