  1. If you mean by "listing fee" a charge for an ad that you ran on eBay, you owe them and you should pay.  eBay can and will lock down your account and turn you over to a collections agency, and properly so.

If you mean you didn't pay for something you won/bought on eBay, that's between you and the Seller.  eBay may restrict your account in some way or note a "strike" on your account - a few of those, you get locked down.

If you got ripped off by a Seller, you have to do something about it beside kvetch.  eBay has a complaint resolution process to use.  Paypal, the primary payment method, has both a resolution process and purchase protection.  Your credit card has a protection process.  The post has an investigative service against mail fraud, with criminal penalties.  Did you use any of the protections you have?

  2. A friend of mine sent a money order to pay for a cell phone battery that she bought, but the person that she was buying it from told her that they had not received a payment the day after she had actually sent it. They did not give the payment enough time to get there. They told her they would turn her into ebay if she did not send them the payment. She told them she had sent it, but she would put a tracker on it to make sure it had not got lost or anything like that. After she told them them that, they told her "they had just received it and were sorry." So to be honest, I'm not really sure how they would do it. Could they like turn you into an "ebay police." That's what we were calling it lol. I know if I got ripped off by a seller I would not want to pay either. Hope everything works out for you.
