make sure you're at   www.ebay.com  and not just clicking on a link somewhere...

if you're in the us...there's no reason it shouldn't pop you up on the right screen...you'll have to create a FREE account....let me know if you need any more help...

To SELL on ebay, there is fees...but you still use the SAME account for both buying and selling.
