Ebay pay pal question?

when i try to set up to sell an item it go to the pay pal then it says sign up when i did that already .then i tried to go to the part where it says sign in cuz i'm a memeber then it say wrong billing address or its not the same as where my credit card bill is mailed i change that now it's wont let me go through

I think it has your credit card has to get verify..but it usually does it in hat moment.♣
