The seller MUST provide a tracking number as it is the only way to prove that they delivered the item.  So, if they did not and you are done waiting, this is what you need to do.

Go to PayPal (assuming that you paid through them) and file an "Item not received" dispute.  Don't stop there.  All that does is create an open dialogue on PayPal.  Using the same resolution center on PayPal initiate an "Item not received Complaint".  This will put a hold on the funds in the seller's account until they can prove that you have received it (via tracking number - you will bo contacted to confirm) or you will be refunded.  

Be aware, you only have 45 days from the sale to do this.

Complaining on eBay.com does very little as you did not pay through eBay.  The only way to force the seller's hand is to go through the money source (PayPal, credit card company, etc)

Yes, You just have to be careful....take a look at how many sales have went good/bad. Email some of his/her previous clients to see what they bought from him/her and see how the product looked (whether or not good or bad condition), how prompt his/her service and communication was to you...and just make that decision according to your gut. If you have a bad feeling about it...9/10 you need to follow that gut feeling! I hope that helps some.

Yes, yes I have...an eight hundred dollar keyboard/piano. All you can do is give them bad feedback, report it to ebay, and, if you paid through paypal, they'll give you some of your money back (if not all, depending on how large of a purchase it is). To avoid it in the future, check the feedback, and make sure they arn't all outdated in case it's a hacked account. It's a hassle for sure though...

Only once in the 10 years I've been an Ebayer. I reported a "item not received" through PayPal and I got a refund within a few days. It wasn't a big ticket item.

The odd thing was the item finally showed up several days later.
