Ebay registrating items???

Question

Guys im selling an item on ebay and someone who wants to buy my item asked if i had registered it online??? what do you think he means by this?? sorry im sorta new

before you can sell an item it has to be registared, ebay call you on the phone and give you a code number. then you ready to go
