  1. Collusion is the working together of two firms in order to make excess gains by setting price or output at other-than-optimal market levels.

    A recession may reduce the possibility of successful collusion because the pressures are up on these firms and they are not facing as receptive a market.

    Differing cost structures also make collusion difficult.
