Editing in Photoshop!!!!!!

Question

okay, so, i need to resize a picture of an envelope, so that it prints out to BE the standard size that this type of envelope is...(9.5 x 4.25) however when i try to resize it, the two dimensional are "linked" with the little chain...thingy and so when i try to change one number it alters the other number as well. can anyone please help me figure out how to stop it from doing this? I REALLY need to get this printed at the standard envelope size. THANK YOU!

may depend on size of image already, larger or smaller, and resolution. check image size, print size, pixel size, and resolution,

you could create new canvas the size and resolution you want, and paste image onto background,

or resize canvas, duplicate layer, and transform layer to size of canvas,
