Editing pictures? someone help me here?

okays. i have edited pictures, but u kno the weird moving backgrounds, how do u do it?

if you have photoshop or paintshop-pro, or others with layers and gif export option you can design images with motion in backgrounds on separate layers, then save as animated gif,

Gimp ~image editor, with gif export,

there are some sites and line you could try, by designing images with paint / photo editors, then upload to put together,
