I Want To Add Glitter Of Sparkles (Fairy Dust) To This Photo, Does Any 1 Know How To Do It

if you you have gif animation tools, you would open image and select areas where you want glitter, then apply color and noise distortion, , then repeat for three new layers, this gives the appearance of glitter, you would then place each glitter over a duplicate of your image, and test, either save three layers or optimize for web, keeping only the difference of flickering pixels,
