Fl in low dose (0.2 -2.0 mg/L) like is feed at many Water treatment Plants has no effect on Waste Water or its treatment.  

In very very High doses like a spill or dumping event can cause lots of problems.  Concentrated Hydrofluorosilic acid has a very low pH which can kill bacteria and biological creatures.  This would be rare and easily identifiable.

Remember thet Fl is naturally occuring in many stream systems and would not be considered  a pollutant in low doses.
