How effective is congress in fulfilling its roles? (the roles being: legislation, representation, scrutiny and budget)..

The Presidency has eroded the role of Congress from enactors to reactors. The current Congress, with no real majority, is under the thumb of the President and is practically powerless as a result.

Congress has largely been ineffective without real majorities, and that, sadly, is the product of a strong Presidency.
