  1. I had this issue with coming down on orders for Germany the second time I went due to my daughter having medical issues.

If you are enrolled into EFMP (Exceptional Family Medical Program) the military can not move you to a duty station unless the medical facilities there have what it takes to cover your individual needs, or at least in a certain distance from the duty station he is to be stationed at.

Once the paperwork is faxed it will be reviewed by the medical command in Germany (and yes the military is known for loosing papers). You may have to fax it a few times I did. Once they come to a conclusion on if they can handle your needs they will give an amendment to his orders allowing you to travel overseas.

This normally is not an issue, if the military can not handle your medical needs they can just send you off base to see a German doctor which is a whole new adventure in itself.

    Good luck
