Ei systems 4411 wont power on mains or battery

Question

hi ei systems 4411 p4 laptop wont power on i press on button from mainslead i get three green lights as i would when it boots only thing they come on for about 3 seconds then go off the cpu fan does not spin ,does same thing from battery power.. could it be i need new processor ? any help would be appreciated thanks jake
