Okay i was getting real sick of my race in oblivion could u still change your race even after when u complete the first quest?

Yes you can, if you are playing the PC version:

While in the game, hit the tilde key [~] at any time to bring up the console. With the console open, there are multiple commands that can be used, some that require targeting by selecting an object with the mouse while the console is open.

ShowBirthSignMenu

type the previous cheat in and ready. It's kinda cheating but, it's up to  you.

You cannot change after you leave the sewers.

no =( let me guess you picked the lizard... you would have to make another gamertag on 360 and use that to make a new one I think
