  1. Yes, but they are only good for short trips.  For about $1,000 US you'll get something with a range of only about 20-30 miles in between recharges.  They also have a top speed of about 20-25 miles per hour normally.  If you live real close to your destination, and won't be spending more than about an hour on the road, then that might be a good deal for you.  By on the road, I mean on the sidewalk.  I doubt you'd want to drive on anything but a side street at 25 miles per hour :).

  2. they are called battery assisted or electric bicycles, have a 20W electric motor in front or rear wheel. The alkaline batteries are too heavy, the lithium batteries are much lighter , cost is A$2000 installed. Good for getting up steep hills with ease and keeping up with my elite triathlete friends. You need hybrid slick tyres to get the most efficiency.

  3. Yes, lots!  In fact, I currently own two (but I'm selling one this weekend).

There's a wide range of mopeds.  The cheapest ($1000-1500) have a top speed of ~20 mph and range of ~15 miles.

The middle range (~$2000) have a top speed of 25-30 mph and a range of ~25 miles.

The more expensive ones (~$3500) have a top speed of 30-50 mph and a range of 30-50 miles.

There are even electric motorcycles!  See the links below for further details.  The first is a wiki article I wrote on electric vehicles which has a section on mopeds.  The second is product information on electric mopeds/motorcycles, including user reviews.
