  1. Depends what kind of bikes you're talking about.

    Electric bicycles have the same laws as regular bicycles.

    For electric scooters and mopeds, it depends on your local laws.  In California, if you have a stand-up scooter that doesn't go faster than 20 mph, anyone can ride it and you just need a helmet.  The same is true for a sit-down moped with pedals that only goes 20 mph.  If you have a moped without pedals and/or can go faster than 20 mph, you need a Class M motorcycle license.  But that's just California.

  2. just check the laws at the motor vehicle website, if you need a special license. usually you dont. please be careful riding on the road with them.

  3. I think they'd be the same as mo-peds, but I haven't checked Ohio law lately.  It used to be that anything that had pedals didn't require a state license, but that was many years ago.  Go see the ODOT website.  

    I've been thinking about this lately because I want to try adapting a gasoline string-trimmer engine to a ten-speed bike.  I don't have a lot of faith in electric bikes, really: they were a big deal in Europe a couple of summers ago, but disappeared very quickly.  I don't believe they worked very well.
