Electric cooktop burner malfunction

Question

Hello - I have a GE electic cooktop with one burner that has the ability to operate as a small-sized burner or a large-sized burner. There is a toggle switch to control the selection but I cannot get the burner to function as a large-size burner. The model # is: JBP78W Y1WW. The serial # is: MS246249G.
