Electric outlet how to change it?

Question

We have a outlet in the house breaker box wire coming into the outlet ground wired to box white wire conneted o black wire going to switch black wire connetd to poliazed two prung outlet white wire going out to switch. i connected a ceiling fan to switch works in reverse. also have to have something plug into bottom of outlet or fan doesn't work.what can i do

find someone who knows how to fix it. Its impossible to explain this sort of thing on a net.we dont have the luxury of looking at it and testing it.
