    This question doesn't make sense to me.  It seems like it should say the energy is equal to the product of the change in potential and charge  (so if it was really phrased wrong, the answer should be charge).

    The positive charge would start moving away from the positively charged plate, so the energy is becoming kinetic.

    The electric field is slowing the proton down, so it is doing negative work on it.
