  1. ALMOST FOR SURE---YOU ARE ONLY GETTING 1 SIDE OF THE 240 VOLT LINE.   YOU MUST MEASURE ACROSS THE 2 WIRES AND GET 240V.  YOU MOST LIKELY HAVE A BAD BREAKER.

THOSE RANGE LIGHTS WILL STILL LIGHT ON 120V TO GROUND-THAT IS HOW THEY ARE CONNECTED.  YOUR METER INDICATOR LIGHT THINGY WILL MEASURE 120V TO GROUND ON EITHER WIRE/LINE AND NOT LIGHT FROM LINE TO LINE BECAUSE THE SAME 120V IS ON BOTH LINES AND WILL FOOL YOU.  BE CAREFUL AND THOUGHTFUL

  2. check the connections on the plug-in top burners.

and the stove elements could be bad.

  3. The 'meter light thingy' doesnt' measure voltage.

    A meter does.

If the lights work you do have '120'.

If several different other devices don't work,

    you probably don't have 240.

Is that 'old breaker' a TWO pole breaker?

It should be to work properly, and if both legs are

connected to the same phase of your panel you would

    see what you describe.

  4. The elements could have bounced loose in transit. But before you plug it in I'd check the voltage at the outlet.Oh was this a 4 wire cord or a 3 wire cord(mabe the cord was put on wrong(very dangerous) "could it be the plug is bad" More likely it isn't connected good/correctly (red and black outside terminals/white in center /green to ground is usual for a GE.Or just match colours. Are there 4 wires in the outlet and are they on the correct pins/jacks.Was the strap removed (if there
