Wires don't get "shot" by themselves.

1.  DE - energize the wire.  This makes it safer to work.

2.  Replace the wire with a wire of equal or greater conductor area and insulation.  If the wire is inside a wall, you may wish to pull a rope or string in as you pull the old wire out.  Use the rope or string to pull the new wire in.  (You might skip the rope or string if you have plenty of new wire, or know how much you will need to pull in.  )

3.  Connect ends according to national electric code.  Connect to a wiring device (s***w terminals or pressure connectors) or wire nut to another wire inside a junction box.  Talk to a guy at the hardware store (where you can buy wire nuts and wire).
