  1. It means what you just said - that it converts 220/240 volt alternating current (used widely around the world) to 110/120 volt alternating current as used in the USA.  Don't worry about the Hz.  The USA tends to use 60Hz power, the rest of the world 50Hz.  It's the output that realy matters to you, and "400mA" at 110/120 volts means it will only run up to 50 watts comfortably.

Now look at your dryer and straightener.  There will be a plate somewhher a bit like the one on your coverter, that will include data like "110/120vAC 45W"  or "110/120vAC 100W".  The W is for watts.  If the number is not more than 50, you can run it safely off your converter.  If it's much more, you will burn out your converter.  Offhand I can't remember what wattage these appliances are, so do check the plate.

  2. It means you can only use items up to 50 watts.  This is a converter for your cell phone and other small electronics.

Heat-producing electronics require a different kind of converter, one that can handle up to at least 1600 watts.  You need to buy another converter for your hair dryer.

    Don't forget plug adapters.

  3. 240volts is the input [where you plug your converter into the wall] the voltage is converted to 110volts output [where you plug your appliance into the converter] watts(W) or milliamps(mA) is the power your appliance uses. Typically a digital camera=45W, phone charger=20W, laptop=35-75W, shaver=15W, portable stereo=50W, clock radio= 1W.  HAIR DRYER 300-1600W, should NOT be used. These are typical examples only check your equip. power ratings, but 50W is typically small electronic equipment.
