  1. This usually requires a work permit and for your safety I'd recommend and electrician. wrongly done,it could  be a fire hazard.

  2. Keep in mind that if you don't do it according to the building code and you ever have to make an insurance claim, the insurance company will almost certainly refuse to pay up if there's the remotest possibility that they find out about your DIY work and can blame you for not doing it properly. Adding one plug can be fairly simple. But major rewiring for a beginner is a risky proposition.

  3. The best way to do it and have it done correctly and safely is to hire an electrician.  If you aren't familiar with wiring, you can make big mistakes.

  4. If you really want to do it yourself the best place to start is with a drawing and layout of the building. This is so that you can specify what lengths of cable and conduit you need. Then you need to check for available power from your main breaker and space to fit extra circuit breakers. When you have your whole layout and measurements you go to an electrical wholesaler and make sure that the components that you need conform to the regulations. Otherwise just make as if the salesman should know his work and get you all the components. If you boost his ego he will do the lot. Make sure you know how many switches you need and what type of plugs. They normally have catalogs available. You can also check the Clipsal website.

If you fit all the pipes just remember to put in a tracing wire to tie your three wires to to pull it through. Just trying to push it through doesn't work.

Electrical work is 90% fitting cables conduit and fittings and 10% thinking and wiring up.
