  1. Yes it is safe. If you are talking about an external one, it WILL work with any of the three light levels. Think of the touch switch as if you were unplugging the entire lamp or plugging it in.

    If you are talking about an internal touch switch, it will be much more complicated. The main problem is mounting it in the lamp. Hopefully, you are talking about an external one so that is not an issue.

It is plenty safe enough the only thing is that it will only work for one filament in the lamp so if you have a 50-100-150 three way it will probably only work on the 100 watt setting as touch dimmers only work on one filament bulbs not 2 ( 3 way light bulbs have 2 filaments in them IE  a 50-150 bulb has a 50 and 100 watt filament in it and when both are on you get 150 watts)
