Legal issues aside, yes... to an extent.  If you overload the circuit, then a fuse will trip, but if you stay under that max load, then yep, you can get free electricity from the city... just don't get caught.

It would be illegal.  It would be dangerous for you and others.  If you have to ask about it, you probably wouldn't be capable of making the connection.
