Electrolux electric wall oven not heating

This wall oven is not heating, all of the controls are working but the oven will not heat. There are 3 thermostats on the back of the oven, one of which is resetable. The two outer thermostats do not have continuity through them. Typically they should, correct? Since they do not that leads me to believe that they are bad. If not then that points me to the control board. If you could get back to me on this issue that would be greatly appreciated. Thank You
