What is the relationship between energy transferred by electromagnetic radiation and the penetrating ability of a wave, do microwaves have a high penetrating ability

Longer wavelenghts have greater 'penetrating' propagation than

the shorter counterparts.

ie; submarines can use 'vlf' radio to communicate while submerged,

where 'microwave' has been known to reflect off of raindrops.
