  1. Perhaps we'll work up to a sentence shortly.   The key is something called "effective nuclear charge".

Go back to the beginning.  An outermost electron is attracted to the nucleus and it is repelled by the electrons between the outermost electron and the nucleus.

The effective nuclear charge is the charge on the nucleus minus the "shielding effect" of the lower electrons that repel the outermost electron.

There is a set of instructions for computing the effective nuclear charge called Slater's rules.

    So here's a sentence:

The effective nuclear charge, that determines the sizes of atoms and ions, is a result of the electron shielding provided by the electrons between the nucleus and the outermost electrons.

  2. ok, so here it is:

so you know how elements have different "layers" of electrons right? well all the inner layers shield the outermost electrons or "valence electrons" from the full attractive force of the nucleus. this causes the outermost electrons to be held less tightly than the inner most ones. this is called electron shielding... think of it as if you have two magnets when you put them together the attraction is strong but if you put an object, a piece of cloth for example, between them then the attraction forces are less... you get me?

i cant think of a way of putting it in a sentence thought...

  3. In atoms with more than one electron shell, the outer electrons feel less of an attraction to the protons in the nucleus, because they are also repelled by the electrons in other shells between them and the nucleus.  In this sense, they are more shielded from the nucleus.  This makes outer electrons easier to remove during a chemical reaction.
