Electronics reverse engineering/design engineering?

Actually i wanted to know that if there is an electronics design engineer and he is good on analyzing and designing circuits. Can he also perform the job that Electronics reverse engineers do?

also plz let me know when electronics reverse engineering is not a crime?

No reason an electronics designer would not be able to reverse engineer a circuit.

It cannot be a crime if the end result does not, in any way, break any law, can it?

It could be of great benefit to mankind.

Reverse engineering is not a crime unless the circuit is patented or copyrighted. even then a lawyer can make an argument.
