Element 22 inch lcd tv doesnt turn on

Question

ever since it was delivered the tv does not turn on all the time...if i turn it on most of the time the screen remains black and the light indicating it is getting power turns blue(volume does come through)....when this happens i just leave it on for about 15 minutes turn it off then right back on again then it usually comes on...please help!!!!
