  1. Only Helium does not have 8 valence electrons.  All the noble gases (i.e.: Ne, Ar, Kr, Xe, Rn) all have 8 valence electrons in its outer shell each, thus making them stable gases.  On the other hand, Helium (He) only has 2 valence electrons, which already completes its outer 1s shell.
