Emancipation question for Texas?

Question

If a parent agrees that its ok for their 17 year old child's request to file for emancipation what steps are needed to do it? The person I am referring to wants to enroll in school but is unable to do so on his own unless his mother enrolls him, which she will not because he is not living at home.
