Emergency brake on 2002 silverado?

failed inspection for e-brake out of adjustment tryed to adjust but out of room to adjust tryed to pull rotor off cant get the two bolts to move even with air gun are there any other adjusters beside the one where the two line go to the individual brakes mabey near the front of the truck please anyone HELP

i have tihis problem also, but i got the rear caliper bracket off by using a strong arm, with a 1/2" drive and an 18mm scoket. note it was hard almost all the way out you really have to pull on it.
i did this because i was looking for the e-brake adjustors, mine are completely rusted solid (due to canadian weather) so i need new ones, as for my e-brake shoes, they are worn down to aprox 3/16".

my question is how dose the e-brake adjustors work, is it automatic? or do i have to go in there and adjust them when ever req'd?
and
if i change the e-brake shoes will i have stronger brakes? note: i bought the truck used 3yrs ago, the brakes worked then but they always went to the floor, and never completely held the truck. eg. if they were engaged, and i put tjhe truck in drive, i would move a little bit if i lightly pressed the gas.
