Emergency: pigeon question

These are hatched pigeons and are about 1 week old. The father pigeon has not returned since halfway through his yesterday daytime shift, and then the mother came a few hrs afterwards yesterday to do her night-shift.However i just checked now and the father pigeon is nowhere to be seen, and the 1-week baby pigeons are keep shivering as it is currently an oddly cold day for a summer in Toronto. What should do, just leave them outside my balcony and wait another 6-7 more hrs. until the mother pigeon has come to take on her shift? I odnt even understand why she would leave unless she knows that her male-mate has come to take over for her, I mean... does she not care if the baby pigeons are warm and well protected? Once again, theres 2 cold baby pigeons outside my balcony, and i dont know how much longer they can take as its very cold. If you guys have any suggestions as what to do please name them, as i dont mind going outside to help since i would rather them not die

I would leave them alone.  The parents usually know what they're doing.  They either sensed that there was a health problem with them, or simply figured that they're ready to be on their own.  If you do take them inside, they could die if you don't feed them the right food.  There could also be a risk of bacteriological contamination.  Also, taking them inside and caring for them could cause them to imprint onto you, in which case they may not be able to survive in the wild.  If it really looks like they're dying, and that the parents will not return, you could give it a shot and take them in as pets.  It's a judgment call.
