Emigrating to Australia....SOL????

Question

Hi, my mum has a pastry cook NVQ 2. does that allow her to say she has a SKILLED OCCUPATION to move to australia? As it is on the SOL. Is having NVQ 2 a good enough qualification in pastry cooking?
