Emission code 1400? does any one know what this is?

I failed my emissions test in illinois and it came back code 1400. i was wondering if anyone knew what this is and what it intails??? 02 ford taurus thanks -

Here is a diagram of a 1999 model, click on the second diagram to enlarge you'll see the valve (dpfe sensor) on the left side of the engine.
