Surf for accuracy and hydro pump for power. Personally i pick surf over hydro pump.

Another sugguestion is to replace flash cannon with grass knot. Reason-> flash cannon has the stab, however its only supereffective against rock (which water can destroy too) and ice. Grass knot however is good to rock, ground and water. Grassknot's power is determined by the weight, the heavier the foe the more damage.
