Presuming that secondary school in Ireland starts at 11 as in England, then I would think the person would be 12 to 13.

Kids go to school in Ireland at 4 or 5, so, they enter secondary school (after 8 years of primary) at 12 or 13. So, second year would usually be at age 13 or 14.

I think the closest equivalent would be Year 9.

If you're asking because you are transferring schools, it might be better to look at the curriculum and see do you need to repeat a year to catch up on course work or can you go ahead based on your work in Ireland.
