  1. Go To Control Panel And Go To Something To Do With Bluetooth There.

  2. What model is your compaq presario ? is it one of the usb plug in one ?? You should be able to see it in the Control Panel part.

  3. i am assuming that you can switch on bluetooth adapter with external switch as well...because every laptop has that.

Second assumption is that Manufacturer driver for blutooth adapter have been preinstalled if not...go to device manager and check if their is any thing with a RED CROSS sign or a YELLOW EXCLAMATION mark. If their is please install the device driver for that device.

Goto Control Panel> check the bluetooth device settings their and make sure its enabled in their. it  might be under "options" i guess.

Click on start menu> then Run and type

    services.msc

    hit enter

check all services and find which one is for your bluetooth device. Double click on it and click on start the device.

Make sure the external toggle switch to enable bluetooth and Wireless is in "ON" state.

If nothing works download drivers for bluetooth adapter form manufacturer's site and reinstall the drivers.
